A Câmara dos Deputados aprovou na quarta-feira (20) projeto (PL 1.888/2020) que obriga o governo federal a repassar, emergencialmente, R$ 160 milhões para as instituições que abrigam idosos em todo o país. A proposta será agora analisada pelo Senado. A motivação da proposta é fortalecer o combate ao coronavírus, uma vez que a população idosa é a mais vulnerável à doença.
Pelo texto, o Ministério da Mulher, da Família e dos Direitos Humanos (MMFDH) terá o prazo máximo de 30 dias para fazer o repasse dos R$ 160 milhões para as Instituições de Longa Permanência para Idosos (Ilpis), após a aprovação pelo Congresso Nacional e eventual sanção da Presidência da República. O critério de distribuição do dinheiro será baseado no número de idosos atendidos por cada Ilpi. Poderão ser usadas as verbas do Fundo Nacional do Idoso (FNI), inclusive saldos de exercícios anteriores.
Poderão receber os repasses as instituições sem fins lucrativos inscritas em Conselhos Municipais, Estaduais ou Nacional da Pessoa Idosa ou da Assistência Social. Caberá ao MMFDH informar aos conselhos quais serão as Ilpis escolhidas. Após o crédito na conta-corrente da instituição, também deverá ser público o valor repassado, o nome da Ilpi, o número de inscrição no Cadastro Nacional da Pessoa Jurídica (CNPJ), assim como em que estado e cidade atua. Todo o dinheiro transferido deverá ser usado integralmente no atendimento aos idosos.
Prestação de contas
As Ilpis beneficiadas deverão prestar contas da aplicação dos recursos aos respectivos Conselhos da Pessoa Idosa ou da Assistência Social. O dinheiro deverá ser usado preferencialmente na compra de medicamentos, insumos e equipamentos básicos para a segurança e higiene dos idosos e funcionários, no combate ao coronavírus.
